Coquitlam is moving ahead with plans to allow small-scale multi-unit housing, following new provincial rules that require cities to permit up to four housing units on lots currently zoned for single-family homes.
City officials presented a zoning strategy to Council last week, outlining how Coquitlam will meet the requirements of B.C.’s Bill 44 while considering local planning needs. Under the new rules, public hearings and consultations will no longer be required for rezoning changes.
Key zoning updates include:
- New residential zones to replace single-family zoning with small-scale residential zones, allowing duplexes, triplexes, fourplexes, and multiplexes.
- Increased density, allowing up to four units per lot on most eligible properties.
- A tiered parking system, with fewer parking spaces required for smaller units and more for larger ones.
- Infrastructure assessments to ensure water, sewer, and other services can handle the growth.
The city also plans to inform residents and developers through public information sessions and online resources before the zoning changes take effect later this year. In a press release, Coquitlam said its efforts align with a broader push to improve housing affordability and increase supply. The city is also growing density near transit hubs and updating its Official Community Plan.
