A Vancouver developer is seeking approval to add four additional floors to a previously approved high-rise project at 3638 Westwood Street. The Port Coquitlam staff support the move, saying the proposal complies with zoning regulations and transit-oriented development goals.
Mosaic Homes has applied to amend its development permit to increase the residential tower’s height from 28 to 32 storeys. The modification would add 42 more apartment units, bringing the total to 306 homes. There will also be enhancements to indoor and outdoor amenity spaces.
The site, part of the Westwood/Woodland Triangle, was designated as a transit-oriented area by the province in 2023, encouraging higher-density developments near transit. Although the neighbourhood is characterized by low-rise commercial and single-family homes, city’s planning policies expect shifting toward denser urban development.

Under the proposed changes, the fifth floor will remove two units to expand the gym and outdoor recreation space. The updated design includes a partially covered outdoor area with rubberized surfacing for fitness activities and children’s play. The indoor amenity space would grow from 334 square meters to 370 square meters, while the outdoor amenity space would increase from 1,275 square meters to 1,637 square meters.
According to the staff report, the development also aligns with environmental conservation goals. Mosaic Homes will construct the building to LEED Silver standards and heating and cooling will be powered by high-efficiency heat pumps. City staff don’t expect the extra height or density to impact surrounding properties negatively.
The developer has also committed a $124,824 contribution toward transportation and infrastructure improvements, reflecting cost escalations since an initial $1.4 million payment in 2023. An extra $8.39 million density bonus s proposed.

The project is part of Mosaic Homes’ broader redevelopment in the area, which includes an ongoing 30-storey tower under construction at 3630 Westwood Street. Council will review the proposal at a meeting today. If approved, the high-rise will feature 6,988 square feet of commercial retail space, 309 parking stalls (including residential, visitor, and commercial spaces), and a 1,485-square-foot pocket park at 2803 Anson Avenue, which remains unchanged from the original plan.
